North Korea

According to this story,

The Bush administration, chafing under North Korea's retreat from multilateral talks on nuclear disarmament, sought Thursday to push the communist country back to the bargaining table and warned that it faces increasing international isolation.

Somehow, waving a threat of "increasing international isolation" doesn't seem an effective way to motivate a regime that a half century ago locked all its doors, stopped mail service, and pulled the blanket over its head.
