Do you think a suspended license to practice medicine is enough of a sanction for a doctor who cut off the penis of a surgical patient in a fit of temper, and that making him pay damages to his patient would "set a bad precedent"?

Being female and therefore unable to experience that particular loss no doubt makes my opinion suspect, or at least less valuable.
