The Iraqi government gets a low grade from the GAO.

The Iraqi government has failed to meet 11 of its 18 benchmark goals for political progress and security, according to a new report issued Tuesday by the Government Accountability Office.

But it's not at the bottom of the class. Guess who's skewing the curve?

The Homeland Security Department has failed to meet even half of its performance expectations in the four years it has been in existence, congressional auditors concluded in a draft report obtained by The Associated Press.
