Anti-Hillary?

Is this an anti-Hillary photo? It doesn't seem so to me. A number of newspapers ran it on A1 today. A newspaper near here was among them. I wouldn't put it past that editor to have chosen it out of hostility, and a few readers and a few people who work for a competing paper seem to regard it as meant to make Hillary look bad. But to me it looks like nothing more than a good old-fashioned enthusiastic campaign photo. Reminds me of one of Wendell Wilkie (I think) in a parade that ran in Life magazine in the 1940s, which I can't find online.
