What Is It?

I know from the feedback I get that this blog has a diverse readership that includes many masters of arcane knowledge. I'm appealing to you for help in identifying this piece.

It has come into my hands, by sinuous ways. It looks to be hand-painted. It obviously is a page from a book of some sort.
